Almada (PT)
In 1999, the Municipality of Almada created the Local Energy Agency of Almada, AGENEAL.
More than being just a provider of technical support to its stakeholders, AGENEAL is establishing itself as a platform or forum for debate among its 15 stakeholders on energy efficiency and climate change. The objective is to build a common diagnosis and vision of the future of the City, bringing all these different institutions into the debate and to get their commitment to the sharing of responsibility in the design and implementation of measures to reduce energy consumption.
The Inventory of Greenhouse Gas Emissions, from which the “Local Strategy for Climate Change of the Municipality of Almada” resulted, was prepared with the participation of AGENEAL and contributions from its stakeholders. This document defined policies and measures to reduce energy consumption and CO2 emissions for each sector of activity in Almada.
These measures are now being reviewed and will form the Sustainable Energy Action Plan. This will contain the measures that form the Plan to be developed as part of the BELIEF project.

The Municipality of Beltinci (8,700 inhabitants on an area of 62 km2) is situated on the left bank of the River Mura. The Municipality is made up of 8 villages. The main natural wealth of the Municipality is fertile soil. More than half of the area consists of gardens, fields and orchards. The Municipality is a geographically compact unit with a rich cultural heritage, natural beauty, vibrant folk culture, a rich oral tradition and a well developed tourist infrastructure. One of the most valuable resources of the Municipality is its unspoiled natural environment. Many activities taking place along the River Mura e.g. tourism, have a significant ecological impact.

Capital of Bistriţa-Năsăud County, Bistriţa, (82,689 inhabitants) is located in the North-East of the Transylvanian plateau, in the Bistriţa basin which is crossed by the river bearing the same name. Bistriţa has a surface of 13.7 km2, and includes 6 satellite communities: Unirea – 5 km, Slătiniţa – 10 km, Ghinda – 8 km, Viişoara – 5 km, Sigmir – 6 km and Sărata – 10 km. The Bistriţa basin has a temperate climate with humid and relatively hot summers, and snowy winters. Bistriţa’s microclimate is characteristic of a higher altitude than the real one of 350 m. because of the mountain relief and rich vegetation, very close to the city itself. Bistriţa City is keen to use non-conventional energy in order to save the local and wider environment.

1. Renewables and Information campaign for media, schools and fairs. 2. Rehabilitation of schools and other municipal buildings. This was done in 11 schools and 3 municipal buildings. 3. Preparation of an energy balance at the city’s heating plant – very important, as it pointed out clearly that we need to introduce cogeneration. Greater Dunkirk wishes to ensure the sustainable and coherent development of their conurbation. The Council’s energy policy is fully directed to this end. We are trying to encourage a better control of energy demand and an improvement in energy efficiency through our decisions and action on the ground, so allowing us to combat climate change more effectively.
In 2004 Greater Dunkirk carried out aerial thermal infrared imaging of the buildings within the conurbation. This operation highlighted the heat wasted through roofs and many local residents came to see the results.
The “Réflexénergie” (“Energy Reflex”) Campaign was set up in order to go further and help to control energy consumption. This initiative is intended for all those, both private householders and business people, thinking of carrying out insulation work or energy saving measures.
Faced with a regular increase in energy prices, it is important that everyone from now on should have a col- lective "Energy Reflex".

Frankfurt am Main set up the “Lokale Energie Initiative Frankfurt – LEIF” as its intelligent energy Forum in February 2006. The Forum was founded on the city’s broad experience of energy planning and communication projects, and representatives of housing companies, energy companies, associations of craftsmen (Innungen), chambers of commerce, energy advisers, environmental organisations and political parties have all taken part in the sessions. Frankfurt was one of the first subscribers to the www.sustenergy.org campaign.
The main objective is to prepare an energy action plan and to evaluate and disseminate the results of actual projects. Our guiding principle is not to develop new guidelines and papers, but to invite everyone to make proposals to the energy action plan, to put these ideas into practice and to show how these ideas may help to save the climate.
Frankfurt has a wealth of experience in forming and running energy Forums, such as the Banks and Offices Energy Forum, the Rhine-Main Facility Management (FM) Forum, and in cooperation with industry, the “Totally Integrated Power Dialogue Forum”.
We know what could and should be done – the main task is to motivate and activate people!

1. 12 companies participated in the ÖKOPROFIT workshops and got awards 2. City Council made many compulsory decisions to request passive houses for new districts and for low energy standards of new high rise buildings (<150 kWh/m2 and >50% renewables) 3. The Caritas Energy Saving Service (training of unemployed persons for energy help in low income households) was brought into full practice, now the German Environment Minister decided to support and to disseminate this project to 50 other cities in Germany 4. Grenoble Alpes Métropole s’est engagée dans la mise en place et le pilotage d’un Plan Climat Local depuis 2005. Le Plan Climat doit fédérer le maximum d’acteurs du territoire, au travers du Forum du Plan Climat, autour d’objectifs communs de lutte contre l’effet de serre, avec des valeurs de consommations énergétiques et d’émissions de gaz à effet de serre à atteindre en 2010, puis en 2020 dans le cadre des « 3x20 » européens et un positionnement dans la démarche « facteur 4 » à l’horizon 2050.
Des actions de sensibilisation du grand public sont ainsi mises en place, avec l’appui des partenaires, dans le but d’accroître la prise de conscience des citoyens de l’agglomération afin qu’ils se sentent concernés et s’engagent personnellement à lutter contre le changement climatique.
La thématique retenue pour ces premières actions de sensibilisation dans le cadre du Plan Climat est l’habitat, qui constitue un important gisement d’économies d’énergie dans l’agglomération.
L’exposition d’une « maison économe » grandeur nature, la diffusion de guides sur l’habitat adaptés à la région grenobloise, des campagnes de sensibilisation sur l’éclairage puis sur l’isolation, des formations destinées aux employés territoriaux ont constitué les temps forts des plans d’actions 2005-2008.

Since 1992, the City of Heidelberg Environmental Department has been developing a comprehensive system of energy management for local authority properties and has launched
climate protection projects involving various partners throughout the city. With its 2004 Climate Protection Plan and its 2004 Energy Strategy, which lay down standards that go well beyond statutory national requirements, a new framework has been provided for future climate protection projects. The guidelines for Heidelberg’s climate protection policies have been - and continue to be - discussed and laid down in the so-called “Heidelberg Climate Protection and Energy Circle”, in consultation with representatives from the trades and construction sector.
Heidelberg has a long tradition of round tables and forums. Since the mid 1990s, round tables on energy, solar energy, sustainable business activities and many other subjects have been set up, with participants developing ideas on energy policy and launching climate protection projects. Heidelberg has received several awards for its climate protection projects, most recently in 2005 when it won the Climate Protection Award from the international organisation “Climate Group” for its “outstanding commitment to climate protection”.

Leicester is a large city in the East Midlands with a population estimated at 285,100. It is the county town of Leicestershire, and is a self-governing unitary authority. By population, it is the 10th largest city in England, home to two universities and, during term time over 12% of Leicester’s population are students. Leicester’s history goes back to the Iron Age; it is one of the oldest towns in England and achieved City status in 1919. In 1990, Leicester was designated the UK’s first Environment City, and won the European Sustainable City Award in 1996. Leicester has a large ethnic minority population, mainly from the Indian subcontinent and is considered to be one of the most multicultural cities in England.

In 1991, the City of Munich joined the Climate Alliance and committed itself to reducing CO2 emissions by 50% by 2010 compared to 1987 figures. Against the background of this very ambitious target, the City of Munich felt compelled to develop numerous activities in the fields of renewable energy and energy conservation.
One of these activities was the adoption of the “Extended Climate Protection Programme” including a large number of climate protection measures. Three special forums namely “Solar City Munich”, “Thermal Insulation of Residential Buildings” and “Energy Efficiency in Office Buildings” with a total annual budget of 260,000 were set up as part of this programme.
In 2006, a fourth forum, “Energy Use of Biomass”, was launched. All together these four forums form the Munich Intelligent Energy Forums. It is currently planned to hold three or four regular plenary sessions of these forums per year with extra workshops, if necessary.

1. Implementation and organisation of an additional special forum “energetic use of biomass” in co-operation with all relevant local actors 2. Organisation of Munich Vegetable Oil Days (“Münchner Pflanzenöltage”) in cooperation with the local NGO Green City (see: www.muenchner-pflanzenöltage.de). The main focus during this event was the use of vegetable oil in mobility, i.e. in cars. Refitting of cars as well as a vegetable oil press was demonstrated. The City of Modena adopted an Energy and Environment Strategy over 20 years ago. The document has given particular attention to energy planning, for instance via the City Energy Plan 2002, now under revision, and since 1996 to the control and reduction of greenhouse gas emissions. A greenhouse gas balance sheet for the Modena area has been prepared and work has been carried out on reducing energy consumption and the environmental impact of fuels.
Implementing energy policy in Modena has involved various projects designed to improve energy saving and raise awareness on energy issues and related problems in all the main City Departments.
Policies on energy saving and renewable energy induced the municipality to joined Climate Alliance, taking on the commitment to reduce CO2 emissions by 50% before 2010 from a 1987 baseline. The city received the Climate Star 2002 Award, a European award for climate protection activities. Modena also got the first prize for energy saving and climate protection policies at Eurosolar 2003.
Modena wants to use the BELIEF project to create 3-4 permanent Forums and so increase the range of its own action and policies, thus creating a new energy culture based on energy saving.

1. RES using increased by 2.5% from the beginning of the project. In particular RES using in 7 schools and 3 other public buildings 2. Specific project on “eco-mobility”: increasing of the number of ecological cars owned by the municipality, especially covering 50% with natural gas and 4% with hybrid 3. The City of Naples, the capital of the Campania region, is the third largest Italian city and the largest in Southern Italy. It has a long tradition of industry and commerce and is now a popular tourist destination. However, Naples has a population of about 1 million inhabitants in a relatively small area (117.27 sq. km.) and a high number of vehicles, so the primary cause of air pollution is urban transport. For this reason the Local Authorities have organised a series of on-going initiatives to protect the environment and to promote sustainable mobility.

1. Blue Label Campaign for Two-Wheeled Vehicles: A specific Protocol laying out all details of the obligation, modality and costs of the inspection was signed by the Local Authority and Trade Association 2. Awareness/information campaign and training courses set up with other Italian partners involved in the BELIEF project: The instruments used included a website, posters, free-phone service, etc. Particularly successful was the promotion of the project at national level through an information campaign set up with the other Italian partners (Modena, Rimini and Padua) 3. “How’s Naples Going?” - Green tours on Environmental Sundays: ANEA – the Naples Agency for Energy and the Environment – and the Municipality of Naples launched the initiative "How’s Naples Going?" within the BELIEF project. This initiative was set up in collaboration with environmental associations, the association of employers in tourism of the Napoli Province, Bed & Breakfast associations, etc. Planned 1. Blue Label for Driving Schools: Blue Label for Driving Schools is an initiative promoted by the Municipality of Naples, ANEA and Trade Associations. It integrates the instruction for the attainment of a driving licence with a free teaching/awareness-raising module, taught by appropriately-trained instructors, on air pollution and environmentally-friendly driving 2. Centre for Information on Energy: The Municipality and ANEA, together with the main environmental associations, are setting up the Centre for Energy in Naples. The Centre’s objectives are to promote the use and production of sustainable energy, to make people aware of the problem of energy saving and renewable energy sources, to support all those actions which promote energy saving 3. Photovoltaic Plants on Schools and Lessons for Pupils: The Municipality of Naples, ANEA and ARIN (the local water company) have drawn up a Plan for the solarisation (installation of Photovoltaic Plants) on 42 school buildings. Nikea is one of the largest municipalities of Greece, located in the Piraeus Prefecture southwest of Athens and near the National Port of Piraeus. It is also the country’s second largest refugee-city, built after the Asia Minor Disaster of 1922. It is a fast developing city surrounded by a large number of industries, a fact that renders the city an important financial centre. Nikea was one of the Olympic Cities in the Athens 2004 Olympics. Nikea has all the traffic and pollution problems of the Athens Metropolitan area, but has a strong interest in providing cleaner energy and improving the quality of life for its citizens, and has started to apply sustainable energy measures especially in its municipal buildings. In Nikea is the first photovoltaic installation applied in a school building in Greece.
Within the BELIEF project Nikea took a significant step in structuring and starting to apply a Sustainable Energy Action Plan. Furthermore, the Local Intelligent Energy Forum was set up in order to facilitate the penetration of energy efficiency and renewable energy measures in the local community.

Capital of the Padova Province, the City of Padova lies in the north-east of Italy next to the Bacchiglione River. Its population of 211,985 inhabitants is spread over an area of 92 km2 (2,304 inhabitants/km2). Padova has long been famous for its important University, founded in 1222, housing many historic, cultural and artistic monuments attracting tourists from all over the world. It is an important agricultural, commercial and industrial centre, and a central economic and transportation hub of the Veneto Region. There are many industries, mainly machinery, tools, textiles, tanneries and food processing. The town is active in combating climate change and promoting energy efficiency; Padova is twinned with Freiburg (Germany), with whom they work together on energy topics.

In a meeting of the city council at the end of 2004, the elected representatives of the City of Rennes approved the content and implementation of a Local Climate Plan. Some of the thirty projects planned, ranging across the housing, tertiary, transport and renewable energy sectors, require working partnerships with local players in order to be fully successful and relevant.
The Rennes BELIEF Forum is directed towards energy efficiency in the building sector and electrical appliances, with priority being given to the social sector.
Two events were organised prior to starting up both local Forums in order to prepare and raise the awareness of local players of the necessity of investing in projects of this type: general public exhibition on the energy issues and the "Local Climate Plan" (August 2005 to June 2006) then the "Climate at the local level" seminar in June 2006.

In 2001 the City Council approved the campaign promoted by
Italian Cities for Climate Protection and 10 policies were identified that would enable one to live better in the city of Rimini while at the same time reducing CO2 and other greenhouse gas emissions, increasing energy savings and improving the utilisation of renewable energy sources.
In 2006 the City Council approved the first Action Plan for Urban Sustainability (« Sostenibilità Urbana ») with three primary areas of action: internal action for the improvement of sustainability within the administration, awareness raising and support for the improvement of sustainability for all citizens and triggering the local energy market through the use of financial resources collected through savings. The Action Plan has been broken down in 22 projects with corresponding indicators.
In September 2005 the City’s first Forum was launched which dealt with the City’s Agenda 21 for individual neighbourhoods («Agenda21 dei Quartieri») and tackled the topics of mobility, green public areas and waste collection.
In Summer 2006 the city presented it’s involvement in the BELIEF project to a wider public and announced the start of a Forum entitled «Financial Resources for Intelligent Energy».

Located in south western Spain, Sevilla is the capital city of the autonomous Region of Andalucía. The population is 706,000 inhabitants, on a surface around 142.44 km2. Consumption of primary energy is about 1,400,000 tep / year. The Energy Agency of Sevilla City Council (Agencia de la Energía del Ayuntamiento de Sevilla) was created in the late 1990s and is well established to perform the following functions: implementing the necessary management tools; the Ordinance for Local Energy Management; and the Energy Plan of Sevilla. Sevilla would like to become a reference in terms of energy management, by developing energy efficiency, energy savings and the promotion of renewable energies.

Sofia is the capital and largest city in Bulgaria and one of the oldest European Cities. It has 1.2 million inhabitants and occupies an area of 1,311 sq. km. The city has a dominant position in Bulgaria’s political, economic and cultural life. Sofia is in many ways one of the main engines of growth for the national economy. It has a higher per capita income than the rest of the country, and contributes close to 25% to the national GDP. Sofia is situated on an elevated plain at the foot of the Balkan Mountains, in the western part of the country.

The London Borough of Southwark has long recognised that it has a key role to play in reducing carbon emissions from energy use. The municipality is a major landlord and manages around half of all the homes in Southwark. But it can also tackle carbon emissions through its plans for major development schemes throughout Southwark.
There have already been some successes. Southwark has pioneered the use of alternative fuels for transport, and currently has a fleet of 70 vehicles running on 20% biodiesel blend. The fuel is sourced from reclaimed vegetable oil from catering businesses. The local energy agency established a London-wide solar thermal funding scheme for residents, and the municipality has installed solar thermal systems in whole streets of its own properties.
But Southwark now needs a coherent action plan to reduce carbon emissions across all sectors of the community. It also needs a cross-sector Forum to help drive forward this action plan.

1. Establishment of new LIEF "Southwark Sustainable Environment Partnership" (SSEP). Existing LIEF remains as a network of voluntary groups, NGOs and neighbourhood based groups (and can send 2 members to represent them on the new partnership) 2. New building performance standards adopted - Dwellings built on council owned land must achieve 44% improvement in energy/emissions performance above national building standards. Other new-build dwellings must achieve 25% improvement above national building standards. New developments must prioritise connection to existing local district heat networks (to promote CHP/district heating) 3. A number of active "neighbourhood" based groups established to work with their neighbours to reduce their carbon emissions (e.g. Peckham "Carbon Rationing Action Group", Dulwich "Going Greener", Peckham Power Company (grouping together to implement domestic renewable schemes). Planned 1. Development of new "Climate Change Partnership" for the top 200 energy using commercial and public sector. This new partnership will be represented on the SSEP (above) 2. Work with partners in the voluntary sector (and local groups) to promote a comprehensive "Southwark Warmer Homes" scheme. Vila Nova de Gaia is situated on the left bank of the Douro River and is linked to Porto via the Arrábida, D. Luis, Freixo and S. João bridges. Gaia is the largest municipality of the Porto district (171 km²), with a population of 280,000 inhabitants. It is strategically located between the two largest congress centers in the country: "Exponor" (Matosinhos) to the North and "Europarque" (Santa Maria da Feira) to the South. Gaia is the Port Wine capital of Portugal and is renowned for its commercial and industrial importance. In 1999 Gaia’s municipality founded ENERGAIA - Energy Management Agency of Gaia - who promote the rational use of energy and renewable energy leading to a better quality of life for the citizens.

The municipality of Zoetermeer has been very active in the field of energy efficiency and renewable energy since the 1980s. Zoetermeer Energy Agency was established and a 1.5 Mw wind turbine and large and small scale solar projects have been constructed. These activities need to be communicated much more to the public. However if the town is to start developing an energy community, they need to improve the manner in which these activities are presented to the public.
Although the municipality and the energy agency already work in cooperation with different stakeholders, the energy action plan is only revised by the city council every 4 years. The new sustainable energy action plan for 2007-11 will be developed by a large number of stakeholders from a Forum that will also form the board of the new regional energy agency for Zoetermeer and Delft.
So things will change in the near future; more awareness and communication, a larger playing field for the energy agency and important stakeholders together with municipalities in a Forum. A Forum that will hopefully bring partners together for a future with improved energy efficiency and renewable energy!
