Modena (IT)
The City of Modena adopted an Energy and Environment Strategy over 20 years ago. The document has given particular attention to energy planning, for instance via the City Energy Plan 2002, now under revision, and since 1996 to the control and reduction of greenhouse gas emissions. A greenhouse gas balance sheet for the Modena area has been prepared and work has been carried out on reducing energy consumption and the environmental impact of fuels.
Implementing energy policy in Modena has involved various projects designed to improve energy saving and raise awareness on energy issues and related problems in all the main City Departments.
Policies on energy saving and renewable energy induced the municipality to joined Climate Alliance, taking on the commitment to reduce CO2 emissions by 50% before 2010 from a 1987 baseline. The city received the Climate Star 2002 Award, a European award for climate protection activities. Modena also got the first prize for energy saving and climate protection policies at Eurosolar 2003.
Modena wants to use the BELIEF project to create 3-4 permanent Forums and so increase the range of its own action and policies, thus creating a new energy culture based on energy saving.

Our LIEF
In the Forum all local actors work together and develop a Sustainable Energy Action Plan. Its idea is the cooperation of as many partners as possible in order to have various inputs which have an influence on the work of the Forum.

1. RES using increased by 2.5% from the beginning of the project. In particular RES using in 7 schools and 3 other public buildings 2. Specific project on “eco-mobility”: increasing of the number of ecological cars owned by the municipality, especially covering 50% with natural gas and 4% with hybrid 3. Organisation of a competition on photovoltaic project ideas (participation of three different competitors). A high architectonic value project of photovoltaic on an anti-noise barrier was chosen and the project is going to be realised by the Municipality 4. Different voluntary agreements were signed: the main one, concerning lighting and heating saving in schools, was signed by 7 different schools at local level and has enabled to save heating energy for a total of around €10,000 a year Planned 1. Low energy District: Cogeneration and trigeneration application is foreseen in two different districts of the city. One is focused on four public buildings and a private one (mall IPERCOOP) 2. Solar field: Application of photovoltaic panels on fields is planned, in order to help constructors to reach the objectives of RES using defined in the Urban Regulation 3. Our Sustainable Energy Action Plan (SEAP)
It marks the main work of the Forum. Its aim is to bring sustainability into the city by formulating an action plan which was developed by all local actors which took part in the Forum.

Communication and dissemination material
This part describes the way how the communities promote the actions concerning BELIEF. It aims at informing a wider public in order to raise awareness on sustainable development among them.
Furthermore it is the most visible part of the project for the citizens and should not be underestimated.

Implementation
Implementation means further results of the BELIEF project, which are fixed by the adoption of local regulations and the signature of local voluntary commitments / agreements.
