Zoetermeer (NL)
The municipality of Zoetermeer has been very active in the field of energy efficiency and renewable energy since the 1980s. Zoetermeer Energy Agency was established and a 1.5 Mw wind turbine and large and small scale solar projects have been constructed. These activities need to be communicated much more to the public. However if the town is to start developing an energy community, they need to improve the manner in which these activities are presented to the public.
Although the municipality and the energy agency already work in cooperation with different stakeholders, the energy action plan is only revised by the city council every 4 years. The new sustainable energy action plan for 2007-11 will be developed by a large number of stakeholders from a Forum that will also form the board of the new regional energy agency for Zoetermeer and Delft.
So things will change in the near future; more awareness and communication, a larger playing field for the energy agency and important stakeholders together with municipalities in a Forum. A Forum that will hopefully bring partners together for a future with improved energy efficiency and renewable energy!

Our LIEF
In the Forum all local actors work together and develop a Sustainable Energy Action Plan. Its idea is the cooperation of as many partners as possible in order to have various inputs which have an influence on the work of the Forum.

1. Actual merge of Zoetermeer and Delft energy agencies; creation of the new Regional Energy Agency (EREA) 2. Living ++ project aimed at energy saving and energy labelling according to the EPBD in privately owned houses built before 1990, together with the Haaglanden region and municipalities 3. Our Sustainable Energy Action Plan (SEAP)
It marks the main work of the Forum. Its aim is to bring sustainability into the city by formulating an action plan which was developed by all local actors which took part in the Forum.

Communication and dissemination material
This part describes the way how the communities promote the actions concerning BELIEF. It aims at informing a wider public in order to raise awareness on sustainable development among them.
Furthermore it is the most visible part of the project for the citizens and should not be underestimated.

Implementation
